What you have shown is the tip of the Iceberg. The underlining problem is Mental Illness and the number of people who are homeless far exceeds the Government Agencies records. Alcohol and Illegal Drug use top the list followed by Individuals who will not stay on Prescribed Medications are at the very top of the list. All of which effects their behavior and their ability to abide by the basic responsibly of either home ownership or paying rent.
In addition, there are numerous charities that work with Homeless Shelters to provide assistance for those restructuring their lives in an attempt to not be living on the Street.
Also since the passage of Legalization of Marijuana Laws the States that have made Marijuana Legal have seen a substantial increase in Homelessness and Crimes. Minor offenses from shoplifting to burglars Public intoxication and other crimes often associated with homeless people.
Providing funds to get them off the street has been done for decades and only assisted a small percentage and never address the whole problem. And in many communities across the Nation who have cracked down on groups attempting to Help the Homeless. It is do to the Lack of Sanitary Facilities either available or nonexistent in an area. And when you have a hundred or more individuals walking across town and through neighborhoods to places which set up to feed them. When the need to use a bathroom they will simple use someones yard, and no one wants to look out their window and see that happening.
A decade ago while homeless and looking for work during the Finical Crises, I was lived in a Shelter. Witnessing all that have mentioned and I can attest to the biggest problem being Mental Illness in all of its forms. And the Government can not be blamed for all of the problem or the solutions. And until the matter of Managing all of the problems associated with Mental Illness is addressed the Problem of Homelessness can not resolved.
